If the threads are in good condition, it should be possible to get them to stay tight. The lock washers simply stop them falling all the way out but allow the threads to "chatter" and destroy themselves.
If you suspect that your threads are not in good condition then you really need to get them sorted. My preference is for bronze inserts although tapping oversize and fitting oversized nuts can provide a quick in situ fix.
I would avoid Thread sealers as they may cause damage on removal and be dificult to clean out. I actually use copper grease on my threads to aid dismantling.
You will certainly need a good-fitting "C" wrench. After initially tightening the nuts, warm the motor up and then try again. They should move a little. If you're using new sealing washers, you may need to do this a couple of times until they are fully compressed.
I have seen owners tighten the nuts with the motor running. Perhaps the vibration allows the threads to go that extra fraction ?
